i dont really like the bucket tool, it makes it harder to color. it wouldve also been useful if you specified exactly how the copy and paste tool works, i would rather not have one of my frames permanently gone. other than that its pretty neat.

The filled shape tool works this way because it performs way faster than a classic bucket tool. You can use the merge button (M) to not erase the frame while pasting another one on top of it.
